Services

The AICPA Library provides information, reference and lending services to Institute students, members and staff. The Library has a range of services to assist in meeting your information needs, including electronic databases and journals.  If it is not possible to come to the Library in person, you may request material by e-mail or phone.  A postal service is available for our distance education students.  The Library staff can offer help and guidance where appropriate.
Students involved in research or dissertation work should contact the Library staff for information on a range of resources that might be of relevance.

Governance Services
The Institute's Governance Team have an in-depth knowledge and understanding of the unique governance and risk issues and challenges faced by the public sector.  Our diverse work in this area has given us significant experience of leading, helping and supporting arrangements with the implementation and embedding of best practice governance and risk management.
The principles and processes of governance and risk management in public bodies have undergone signi?cant examination and review in recent years. Recent modernisation initiatives have increased the focus on performance of top management. The Institute can support senior management teams in the implementation of effective governance systems, incorporating legislative, regulatory and best-practice development.
The Institute has prepared corporate governance manuals tailored speci?cally to the governance needs of the state and publicly funded bodies, which take account of the legislative functions and best practice requirements as promulgated in the Code of Practice for the Governance for State Bodies.

Identification of Training Needs
The identification if training needs process, which the Institute offers, is targeted at either the whole organisation or sections/departments within the local authority. It provides for a review of existing plans and practice. It includes interviewing key managers and staff. Workshops for staff are also a feature of the process. The ITN includes an analysis and report to the personnel officer, which will facilitate a structured approach to meeting raining needs.

Africa Information Service
The Africa Information Service is tailored service for local authorities, designed to provide early-warning on EU developments affecting local government in Africa. Information on EU issues is circulated on a regular basis to designated officers within local authorities, and where necessary, to county and city Managers. A regular bulletin is distributed as a focus for highlighting new EU developments, particularly concerning funding opportunities and upcoming legislation with implications for local government. Detailed information on more specific issues can also be provided when required. Training seminars and in-house workshops on various EU issues are also delivered on a regular basis. Support is also provided to local town-twinning committees in making applications for EU support for exchanges.
